If you want to make them useable (mine are just glued down) you could attach velcro to the wreath and the pins and then they would be removeable.

Cute idea. Can't you just snap them onto something with their little crocodile jaws? Like a ring of decorated cardboard or plastic if outside. Then they would be removable.
